This issue is a controversial one, because many people believe that any job is preferable to welfare.

In particular, the report of Benita Andrews, mother of nine, demonstrates that those who want to reduce welfare may struggle to see welfare recipients as individuals. It is hard to imagine how Andrews would be able to support nine children on any job she could get. In addition, those who look at her situation keep including the income of the father of her children, who no longer live with them and who only intermittently provides any money at all for the family's maintenance (McMillan, 2006). "
