In her article, "Sheriff's Hire to Weed out Troublemakers," Laurel J. Sweet writes about the 2003 decision of Suffolk County sheriff, Andrea J. Cabral, to hire former Suffolk District Deputy Chief of District Courts, Viktor Theiss, to "cultivate" the resources and techniques necessary to "weed out" members of the local correctional services population who are committing policy violations to outright criminal acts - such as drug peddling to sexual exploitation of prisoners."
