The paper proposes that in United States, the support is through social security benefits. "It is clear that this is an identity card and distinguishes citizens from others. The cards are issued to children born in the country and this is what gives them the right of residence in the country. If the system is modified then how shall one distinguish citizens from others? The question is very important now since we are talking about the country being a target of terrorists and other foreigners with bad intent. Any change will involve changes in all cards that have been issued and changes are not such an easy task."
