This paper is written in the form of a memo to Henry Kissinger. The paper lays out the recent history of the U.S. policy toward the socialist leadership of Chile. The economic failures of the socialist economy have been especially detrimental to the working class, which suffers from low wages and poor working conditions, further undermining the credibility of the socialist reforms imposed by Allende and contributed to civil unrest in the nation."
