"Each year we are stunned to learn that a juvenile has committed a violent crime. They may have killed the little girl who lived next door, or they may have taken a gun into a school and murdered their teacher. They may have raped a child who they were supposed to be babysitting. The crimes change but the fact remains that every once in awhile juveniles commit heinous crimes."
