"The author believes that the voucher system would eventually cause the following to happen: (1) Existing schools will improve their instructions and facilities and would eventually expand to accommodate more voucher students, (2) New schools and educational institutions that would offer competitive educational packages would be established, (3) Schools that have been known as exclusive and have high tuition fees might eventually lower their tuition or would offer scholarships in order to accommodate voucher students."
