Everyone agrees that safe driving should be the first priority of a motorist. Unfortunately, research proves that, in the case of cell phone use on the road, inadequate knowledge, insufficient skills, and unsafe attitudes and behaviors on behalf of the motorists, as well as environmental hazards, make safe driving difficult, if not impossible, to achieve. This paper argues, therefore, that the use of mobile phones while driving, hand-held or hands-free, should be restricted or prohibited. It shows that there is no doubt that establishing regulations will help prevent accidents, make our roads safer, and save the lives that still can be saved.

"Obviously, modern drivers face a lot more distractions on a daily basis. As a matter of fact, the National Highway Traffic Safety Administration estimated that driver distractions, such as eating, reading, tending children or even changing radio stations, are involved in twenty to thirty percent of all crashes (Hyde 51). However, Paul Atchley, an assistant professor of psychology at the University of Kansas, disagrees with those who argue that cell phones are no more distracting than CD players or conversations with passengers, "Most of us, when we are driving and the traffic is really heavy, just ignore the radio. We can selectively turn that off" (51)."
