From the Paper:

"Several decades ago the nation was engaged in a Cold War with Russia. The Cold War meant that America and Russia were not in violent combat however, they were sworn enemies and the violence was expected to erupt at anytime. It was during a time when countries announced their intentions of war and then carefully followed the Geneva Convention rules of etiquette as the war was carried out(Michels, 1962). Those times are gone and today the world faces the uncertainty of terrorist attacks not only supported by the members of those committing the acts, but supported by communist nations that are eager to topple America.
