First, what is the concept of a person and, specifically, is a fetus or an embryo a person? Second, to whom do we ascribe rights? Should we give a fetus the same rights as the mother who carries it? And third, how do we conceptualize obligations in this matter? Should a mother have an obligation to an unborn (and possibly unwanted) child, and does the government have an obligation to establish laws regarding an issue that is moral and at the same time intensely personal?"
