This paper discusses the factors that played a key role in the development of the Washington Community. The paper specifically looks at how the framers of the United States of American set out to create a government that had clear and distinct separations of power. The paper suggests that while the Constitutional framers did want to foster a separation of branches, even they could not have envisioned the degree of severance that occurred in the Washington Community.

"The original Washington Community's members organized themselves in such a way that even the Constitutional framers could not have foreseen or predicted the degree of autonomy that resulted. These early officials created organizations and institutions that accommodated their views, which are still present in the Washington community today. The framers made the constitution specifically in order to avoid a government that possessed absolute power. Changes were supposed to be slow and difficult for the representatives to make. This idea was put forth by the framers in order to ensure that the government that did not possess enough power to cause harm to the citizens of the United States. Therefore, in this sense, the framers would in fact be pleased with the segregation and set-up of the original Washington Community. The representatives of this era embraced the limitations of the Constitution. In fact, these early leaders took the restrictions to a new level of inefficiency."
