The United States military leaders were not exempt from this mistake, says Tom Barnett, in his book, The Pentagon's New Map, during the 1990's. Then, America was still focused in its design more upon on fighting the Cold War of the past, rather than looking to see how the new world order would create a different series of geographic alliances, between what the author calls functional and dysfunctional states."
