The Emancipation Proclamation issued by President Abraham Lincoln while the Civil War was still raging promised freedom and equality to blacks held in slavery, and led to high expectations among the millions of slaves living in the American South. But it also triggered the emergence of racist groups like the Ku Klux Klan, which used intimidation, brutality, and violence against blacks throughout the South.
