Precious metals and capital investment serve as fail-safes in any economy, proof against the shifting fiscal winds that swirl between markets and investors. Labor is the only resource that a nation has that can add value to a nation's productivity and to itself. Prior to the 1980's, when Mexico was preoccupied with its debt crises, only Pemex or the maquiladoras seemed to hold much promise as a means of reinvesting the capital of human endeavor in Mexico's economy.
