What is new is the amount of damage and instability that terrorism can bring to the whole world with one single act and the high level or organization and coordination that is evident in today's terrorist organisations. Today's terrorists, groups as small as a thousand individuals, have the means, the motive and the capability to inflict catastrophic damage, influence global politics and impact the lives of millions: they have gone global.
