Paper Summary:

This paper analyzes the intelligence problems that existed in the American intelligence community before 9/11 and suggests that, had these problems not been present, the terrorist attacks might have been prevented. The paper then suggests solutions to these problems regarding intelligence coordination and information sharing and also takes a look at the establishment of The Patriot Act.
