Paper Summary:

This paper explains that the educational setting has a strong influence on the instructional goals and strategies guiding the many different ways that technology is used in the classroom. For examples, the author highlights the use of mobile wireless technologies as a tool at universities, of online multimedia study spaces in libraries and of distance learning programs. However, the paper stresses the application of technology to education is not without drawbacks such as the technology penalty in which using technology maybe educationally beneficial but not the quickest way.

From the Paper:

"We know that widespread technology-based learning isn't going to occur overnight. A lot of improvements in software and systems integration tools will have to be developed, and a lot of hardware advances are needed in order to make it successful. Even with all the global knowledge that is available, computers will never become substitutes for good teachers. In fact, the use of computers in the learning process is effective only when teachers are involved. Computers can only be relied on to communicate some of the knowledge; teachers are still needed to impart their expertise."
