From the Paper:

"Like it or not, a great deal of every teacher's time is devoted to preparing students for facing the processes of assessment, especially in the era of No Child Left Behind. Also, although no teacher wants students to be purely grade-driven in their approach to learning, on the other hand coping with the prospect of positive and negative external rewards can be profoundly motivating for many students. Regardless, students must learn to cope with standardized assessments given that most states today have testing programs that measure student achievement in 4th, 6th, 8th and 10th grades. Almost all states tests that determine whether a student can graduate from high school and NCLB bases school funding upon student performance. It determines if the school itself will receive funding or be graded a failing school. No administrator wants his or her school to get a failing grade."
