This paper briefly discusses the strategic planning process from an overall business perspective with an emphasis on the fire service industry and works to provide an understanding of the dangers of nonexistent or inadequate planning, especially when it comes to the matter of saving lives and protecting property.

"For example, when a call comes in, the fire department reacts to that call and goes out to put out the fire and rescue anyone trapped inside. By doing this, they are treating the symptoms of the fire but they are not treating the actual cause of the problem, which might be anything from an electrical problem to a child playing with a book of matches while a parent's back was turned, to something else entirely. It is not possible to treat every cause, but there are things that can be done to help the community if the situation is analyzed.
"There are many reasons why fires occur, and many of these reasons involve carelessness on the part of an individual or group of individuals. Sometimes, fires come not from carelessness, but from simple ignorance of things that could have been done to prevent the fire or the extent of the damage that the fire created. Many homes, for example, do not have smoke detectors, and out of the homes that do many of them have batteries that no longer work. Most of the new building codes in many areas of the country require that smoke alarms be 'hard wired' into the home's electrical system."
