This paper discusses the characteristics of a stalker and questions whether the potential stalker is likely to have a criminal history. The paper examines what the relationship variables are that exist between stalkers and their victims that can help predict who will be more likely to become a stalker. The paper explores the truth behind the statement that more stalkers know their victims than are simply selected on a random basis. The paper states that a history of domestic violence has been found to be the greatest factor for future violence in stalking behaviors. Since domestic violence and other previous criminal activities are common factors in stalking cases, the paper investigates this correlation to evaluate what predictive factor can be found and what preventative measures may be taken.

"Stalking was first recognized as a crime in this country in 1994. Strictly defined, stalking is a pattern of crime over time. It is a willful, malicious and repeated following and harassment combined with the credible threat, intended to make the victim fear death or serious injury. Being able to predict when a stalking situation may occur and ways to recognize a stalking situation has long been a challenge to the American criminal justice system. The prevalence of stalking, however, has become so severe, that this problem must be confronted and prevented."
