It is a willful, malicious and repeated following and harassment combined with the credible threat, intended to make the victim fear death or serious injury. Being able to predict when a stalking situation may occur and ways to recognize a stalking situation has long been a challenge to the American criminal justice system. The prevalence of stalking, however, has become so severe, that this problem must be confronted and prevented."
