From the Paper:

"Presently, there is also a need for more change in sport in many areas. In some cities, there are not enough facilities for fans and players, there is not enough room, and perhaps most importantly, there is not enough space for essential branding, merchandising, and commercial opportunities to raise revenues. New construction represents a break with this past and an opportunity to enlarge the revenue-making and serviced-based facilities of the physical plant of the structure."
