The paper discusses how the issue of global terrorism has become a major public concern in the past decade or so and particularly since the attacks of September 11, 2001. However, the paper points out that what is rarely spoken of is that a previous "global conflict" existed not long ago and generated an ironically similar form of rhetoric and similar arguments about how best to approach it, and like the "War on Terror," it too was to a large extent a cover for less meritorious political aims. This was the "Cold War" between the United States and the Soviet Union, which lasted approximately forty years and which at various points threatened to break out into actual warfare.
