The paper conducts this review with the following four inter-related criteria in mind: Efficiency/Effectiveness of the intervention; the Equality/Equity/Fairness/Justice of the intervention; the freedom secured by the intervention (or trammeled upon by it) and the accountability brought to bear by the intervention. Ultimately, what should emerge is a recognition that successful government intervention in any industry must be informed by a fidelity to certain normative criteria and not by an obsession with political outcomes.
