Since we identified NYTD as an example of the "build" position earlier, the budgeting process of this division should adopt this feature of the "build" situation. As a result, NYTD would probably feel less pressure from the Company. Although this pressure may be considered as a way to stimulate NYTD and to help it reach profitability, it is also a great constraint that hinders almost every NYTD's project which seems risky."
