"In the "build" position, the frequency of feedback from superiors on actual performance versus the budget is quite low. Since we identified NYTD as an example of the "build" position earlier, the budgeting process of this division should adopt this feature of the "build" situation. As a result, NYTD would probably feel less pressure from the Company. Although this pressure may be considered as a way to stimulate NYTD and to help it reach profitability, it is also a great constraint that hinders almost every NYTD's project which seems risky."
