"Miller suggests that the newly generated markets of Latin America and Central and Eastern Europe provide the idea medium for the expansion of United States business today. They are ideal both for the export of United States goods and the spreading of United States industries into unexplored territories. Although Millers acknowledges these regions have often engaged in "disastrous" economic policies in the past he believes that ultimately these nations are hungry to put the past behind them and to emerge as intelligent economic actors on the world scene. (Miller 2) Miller's emphasis, therefore, is that American business must look not to the past, but to long-term, potential future of the world economy. He also encourages an optimistic rather than a pessimistic view of economic development, even in the Third World. He also suggests, quite radically, that nations such as Argentina, whose recent economic history has been marked by hyperinflation and by government instability will ultimately be a good market for U.S. goods and an intelligent business partner for U.S. companies, a place that cannot be ignored."
