He determines the operational objectives necessary to accomplish the mission. These decisions/plans are next transmitted to the tactical level"forces that actually do the fighting"the Army divisions, the Air Force expeditionary wings, the Navy's carrier battle groups, and the Marine Expeditionary Forces (MEFs). This preparation commits the military to war. Once the forces are dedicated to the conflict often an unavoidable escalation occurs."
