"Many stakeholders involved with the Medicare Modernization Act of 2003 (MMA) have noted many flaws within the program such as the "doughnut hole," off-label prescription issue, and the costs. This does not diminish the fact that MMA is a landmark achievement. MMA will inevitably be recognized in history as the beginning of breakthrough legislation providing prescription drug benefits to our elderly and disabled Medicare beneficiaries. It is the most significant new legislation adopted during the 43 years of history of the Medicare Program. However, there are major flaws with the program. The program leaves a large portion of society dissatisfied and is in demand of change. While the program is a first step in improving the Medicare program, there are many revisions needed to address the needs and concerns of all Americans."
