This paper discusses how levels of analysis help us to understand interstate and civil (or intrastate) war during and after the Cold War because they provide a comprehensive means of analyzing the multiple political, ideological, economic, diplomatic, and military factors involved. According to the paper, wars erupt when combinations of these factors intensify disputes over conflicting interests and agendas, and when a critical point is reached, decision makers often feel compelled to resort to military force to achieve their objectives and/or to prevent their enemies from achieving their objectives.
