Paper Summary:
This paper examines the philosophy and writings of renowned economist, Joseph E. Stiglitz. The writer describes Stiglitz as: "the kind of economist who sees something working in theory and questions its practical applications. In other words, he is that rare breed of man, a "real-world economist"." The author of the paper examines the arguments made by Stiglitz in his two latest books, regarding the drawbacks of globalization as it is today and how it can be changed in the future. He further examines Stiglitzs' arguments and approach with specific reference to political economy constraints and the problems faced by developing countries.
From the Paper:
"In his book, 'Globalization and its Discontents', Stiglitz critiques the IMF and WB for their implementation of the Washington Consensus in developing countries. "The IMF's policies, in part based on the outworn presumption that markets, by themselves, lead to efficient outcomes, failed to allow for desirable government interventions in the market, measures which can guide economic growth and make every one better off" . He blames their indiscriminate application of a stock formula to disparate situations, pressuring developing countries to open up their markets prematurely, before being able to establish stable institutions that can withstand the pressures of economic integration. He cites the examples of the East Asian crisis, triggered in large part due to sudden capital flight and inadequate institutional safeguards. On the other hand, as Stiglitz points out, countries like China and India, who have opened up their economies, but at their chosen pace, choosing to make sequential reforms and creating waves on the international market. And as he points out, the government of China "made sure that the benefits of growth were widely shared", thus contributing to equity."
