According to an author, "two separate stories intertwine: on the one hand, the new nation-states, Italy and Germany, took shape; on the other, a significant adjustment took place in the relation between politics and culture. Challenging the legitimate, dynastic authority, and doing so in a historical context where the mobilization of public opinion has taken on new importance, the new political order derived its legitimacy from cultural claims; and culture in turn found its erstwhile apolitical status -- the aestheticized Italy of the unpolitical Germans -growing increasingly untenable.""
