This paper examines international legal developments since the September 11, 2001 terrorist attacks on the United States. The paper reveals that the most significant developments have been bitter disagreement within the United Nations Security Council over the legality of the American invasion of Iraq and disputes over the jurisdiction of the International Criminal Court.
