"Creating legal and social systems for helping victims of human trafficking only addresses a small aspect of the deeper-lying driver of human trafficking. These systems indeed help only a small proportion of the majority victimized in this way. Systems should be in place to address the underlying social and economic phenomena that plague poor countries while rich countries and their citizens live in comfort and luxury. More than local legislation, official systems should also be put in place in target countries to help give citizens opportunities in their own countries. In this way wealth rather than poverty can be perpetuated."
