From the Paper:

"The birth of personnel management can be traced back to the industrial revolution in the late 18th century. The revolution saw the growth of the factory system that, due to its nature, the more formalized organization of work activities were planning, organizing, and controlling employees. The work environment was very unfavorable at the time, employees worked long hours for little pay and often in dangerous conditions. The approach to managing people was harsh and the main goal was to control the workers who had few, if any, rights."
