Included in his establishment of the DHS is also his commission to the Department to create the "National Strategy for Homeland Security" (White House 2002). The emphasis rests on national, and thus on sharing responsibility for national safety among federal officials as well as the public. The strategy aims to establish specific goals to be reached by all sectors of society, as well as all citizens. According to the letter, every American should share the responsibility of protection for the United States' policies of freedom and equality."
