The paper explains the US policy known as the Health Insurance Portability and Accountability Act (HIPAA) that allows patients to have more privacy over their personal healthcare information. The paper discusses how the HIPAA ensures that the individual has control over his protected health information while it also serves as a guide to justify disclosure of information for the sake of the general public's safety. The paper concludes that implementing the HIPAA Privacy Rule is a way to guarantee that each person is valuable and his quality of care is not trivial.

"When an individual seeks medical attention, it is often necessary to divulge certain information that may be too sensitive or delicate. Such information may be useful in the management of a patient's condition. In practice, health care providers must observe patient confidentiality to ensure patients that they can be trusted of such delicate information. However, it is only human nature to err, although this kind of error is not entirely excusable. Likewise, the health insurance company as well as the hospital itself requires information that may endanger the patient if this were not protected properly. Often, these agencies ask for demographic information such as the patient's name, address, telephone number, social security number, and the name of next of kin."
