This article addresses the issue of what we mean by community. It approaches this issue by analyzing what the term has meant in British community work. For example, it notes that one definition may be termed top-down and has emerged from the outmoded, paternalistic, Victorian notions, whereas another definition may be termed bottom-up, and has emerged with the more contemporary notion of radical action coming from the neighborhood concerned.
