"Two initiatives were implemented in 2002 in areas that affect fundamental Brazil national interests are noteworthy examples of the negative a trend. The first was the enactment the 2002 Farm Bill, which became the Farm Act of 2002. The second was the application of safeguard measures in the steel industry. Another highly significant development was approval by the U.S. Congress of Trade Promotion Authority (TPA), which was previously known as "Fast Track". The TPA allows the President of the United States to negotiate and reach trade agreements, which is a constitutional prerogative of U.S. Congress."
